Minutes: The Environmental Health & Licensing Manager submitted a report which sought the Committee’s agreement to the proposed consultation for the reviewed Gambling Act 2005 Statement of Licensing Policy. She explained that the Council was required to review and renew the policy every 3 years and noted that the existing policy of not passing a “No Casino Resolution” was to be retained in the updated policy, although this would not affect existing casinos and could, in any event, be reviewed at a future time. It was proposed that outline guidance for operators about what factors should be considered in local risk assessments, be included in the updated policy.
In response to a question, the Committee heard that the majority of gambling was online; the Council had no control over this. It further heard that should the recommendations be approved, consultation would begin in the next week and last for a period of 6 weeks before a report to Full Council with the proposed Policy.
Members discussed the report.
RESOLVED:
1. That the Committee agreed to the consultation for the reviewed Gambling Act 2005 Statement of Licensing Policy.
2. That the existing policy of not adopting a “No Casino” resolution under Section 166 of the Gambling Act 2005 was retained in the updated policy.
3. That the outline guidance for operators on the considerations that should be included within their local risk assessments be included in the updated policy. |
