At the Chair’s invitation, the Licensing Team Leader presented the report and explained that the Licensing Committee were to consider and approve the proposed new Northampton Borough Council Statement of Licensing Policy as part of a statutory review before February 2021. She explained that the existing policy had been approved and adopted at full Council on 12 December 2004 and required review periodically, every 5 years or at the request of the Licensing Committee. The last review took place in February 2016 and needed consideration before February 2021. The Licensing Team Leader summarised the report and explained the options to the Licensing Committee as outlined in the report.

Members discussed the report.

RESOLVED:  

·       That the Committee approved the draft proposed SoLP at Appendix A be the subject of consultation as required by section 5 of the Licensing Act 2003 (“the Act”), with a view to Officers reporting back to the Committee in order to seek referral to the first available full Council meeting thereafter for adoption of that policy.

·       That the Committee delegate the authority to commence the necessary statutory consultation to the Environmental Health and Licensing Manager.
